Yes, the traction motor is direct drive to the wheels (through about a 10+:1 gear train). Top speed forward is limited by motor redline. Reverse is limited to about 15 mph for reasons unknown to me. Given the ICE will usually be warm when you park, I see no reason it should be on.
Got any documentation specific to Ford hybrids? I get cabin heat when the temperature gauge moves, not before. Even so, it comes up fast enough that one would be forgiven for thinking there's an aux heater somewhere.

FWIW, I averaged almost 40 mph down that hilly terrain. Mileage is nothing without knowing the speed. 51 MPG isn't hard at 30 mph; the hybrid drivetrain is made for pulse-and-glide operation.
