Blacked out tail lights have been a factory thing since the 1979 Trans Am. Your state may be talking about people who install tint film over the tail lights.
EG will most likely come back. It was popular. Just like Kona Blue, Grabber blue etc. On the Mustang. They go a couple years,then bring the good colors back.

Those brake pads should last AT LEAST 100K miles, unless you are always jamming on the brakes. Stealerships.....
