More like in-between the glass and the actual physical dashboard. There should be a small gap that you can stuff some into. For me I have cheap window sealer foam stuffed in there to help reduce the rattling noise.

You could put some in-between the windshield and the dash. I don't know how wide the strips are, but they should fit.
