Your assumption sounds about right. A lead acid cell has an open circuit voltage of about 2.2 volts, so you must reach a higher voltage to charge them. 14.8v works out to be about 2.47 per cell. A cell with a load on it will have a lower voltage and 12.8v comes out to about 2.13 per cell.
