More likely it's the whole Luxury Package that's a limitation. For whatever reason Ford listed the Cargo Management System as a discrete constraint item (@45%) even though you can only get it via Luxury Package which are at an overall lower scheduling percentage (27% between XLT/Lariat).

Edit: Looks like Canadians had the option to order the bed rail system a la carte.
