I called around before ordering one. Most dealers around me were selling at msrp but I kept calling till found one that didn’t require a deposit. You just gotta shop around. Lee Sapp Ford in Ashland Nebraska is my dealer.
I would recommend checking out Granger Ford. Ashland is only 170 miles from Granger, IA. Granger is priced at 3% below invoice and only $180 doc fees!

My salesman said they, the dealership, didn't have access at that time to X plan on the Maverick. However, with your Veterans Advantage membership you can apply for and receive a PIN # from Ford to access the X plan website and "build" your Maverick to see what the pricing will be. It doesn't appear to be a lot of $$ saved using X plan, however, reading the plan's rules a dealership can only charge up to $100 in doc fees, which in my case can save me about $700 just in doc fees that my dealership wants to charge! Plus Ford gives $500 off to Vets, which from what I've again read in the plan's rules can be combined with the X plan. So you have the potential for saving a few $$$ using the X plan.
If you qualify, A/Z/D plan is hard (currently impossible?) to beat. 4% under invoice at Chapman, 3% at Granger are good great deals currently (even with their higher-than-A/Z/D/X plan doc fees) assuming a fly-drive or drop-ship arrangement works out for you, it gets you at or close to A/Z/D plan. X-Plan sadly doesn't get you to invoice but is better than doing nothing.

Fly-drive/drop ship don’t work out for me so I hope to find a local dealer than will do X-Plan (which I qualify for). It used to be negotiating an (invoice minus some portion of holdback) deal was not super-difficult for F150’s, now getting anything at all below MSRP for almost any vehicle is tough.

Ford Plans:
X-Plan: Invoice – (0.4% of Invoice) + $275 program fee. My understanding is that dealers are not obligated to do X-Plan, it’s at their discretion.
*Programs include Friends & Neighbors, Ford Partner Recognition, Mustang Club of America, others. If you have owned at least 100 shares of F stock for 6 months also eligible.​
A-Plan: Invoice – Holdback – Advertising Fee + $275 program fee. I believe accepting A-Plan is also at dealer discretion whether they participate or not.
*Holdback = (MSRP from window sticker – Destination Fee from window sticker) X 3%​
*Advertising fee (funds dealer’s marketing costs) = ?​
*For FoMoCo employees and family members​
Z-Plan: same as A-Plan. For Ford retirees.
D-Plan: A-Plan + $100. For dealership employees and families.

On another thread someone asked about the advertising fee. Another advantage of Ford Plans - A/Z-Plan limits (caps) the documentation fee (paperwork fee) to $75, X-Plan limits it to $100. So you pay a little more in doc fee at Chapman or Granger but overall x% below invoice approaches A/Z/D plan prices.

Definitely ask around, and don't believe any dealer that says everyone is marking up prices.

I called my local dealer and they were marking up by $1,000 over MSRP. Said everyone was. So I called the next closest dealer (6 miles from me) and they were doing MSRP, no markup.

In the end I ordered from a dealer doing the 4% under invoice.

Granger in Granger Iowa is offering 3% off invoice. It's a little closer than PA.
Local/Utah -Dealer quote $33,306 for this build including fuel - Not bad. Dealer invoice pricing

I live an hour north of San Francisco. Petaluma Ford sold at MSRP, $500 refundable deposit.
Easy no pressure, over the phone. Got a white XL Hybrid, 360, hitch, bed extender, spray bed liner, mats, priority 10. Don't need anything fancy just look at a car as being a A to B drive for as little money as possible. Would have liked a plugin but this hybrid should be fine. Like the 1500 bed payload, don't haul much .

The dealer I went through, George Coleman Ford in Traveler's Rest, SC, charged MSRP, NO document fee, and a $1000 deposit which is refundable if I cancel before the truck is delivered.

Even priority 10 w/ spray liner might be delayed ...might not be too
